The founding insight behind Neolex is simple: the form in which regulation is published determines what can be built on top of it.

Regulations as PDFs are not merely inconvenient. They are structurally inadequate for a world in which compliance teams, regulators and AI systems need to reason over obligations, dates, amendments, applicability and interpretation.

A PDF is a final-form document. It is designed to be read, printed and archived. It is not designed to be queried, versioned, tested or executed.

The vision

Policy as Code means treating regulation as structured source material. Circulars become structured documents. Clauses receive stable identities. Amendments become diffs. Obligations become objects. Historical versions remain retrievable.

The approach

Neolex starts narrow. The first build is a SEBI PDF-to-HTML converter. That is not the whole project. It is the foundation.

The name

Neolex means new legs for regulations: a way to make regulation move through modern systems.
